Head of Diaspora Unit, Ministry of Foreign Affairs & International Cooperation, Guyana

Ms. Rosalinda Rasul is the Head of the Diaspora Unit of the Ministry of Foreign Affairs and International Cooperation in Guyana, currently overseeing all Diaspora affairs for the country.

Prior to assuming this position, Ms. Rasul worked as a corporate executive in many industries in the private sector.  She has over 12 years of experience in corporate administration management, and commercial operational affairs, also working closely with professional legal practitioners, PR consultants, engineers, specialists, technical personnel and other contributors from Guyana and overseas. She has been deeply engaged in corporate level enterprises and projects including establishing company and technical operations, financial and business plans, crisis management and preparation of reports to Government and international agencies such as the World Bank, UNICEF and Department for International Development (DFID) – UK and industry regulators. Performance to such a wide remit has brought her involvement with executive management, human resources, customer relations and commercial relationship activities and in diverse business operations such as aviation, pharmaceutical production, electronic and print media, hardware manufacturing and potable water production and distribution.

During her professional career, she was trained under the British company, Severn Trent Water International, then served at CEO of an airline and, most recently, as Executive Director of the Guyana Manufacturing and Services Association, a Business Support Organization, presenting the interests of over 160 businesses spanning 8 sectors. She currently serves as the Chairman of Transport and Habours Department, which manages all of the country’s maritime operations. In addition to be a Director at the Maritime Administration Department, she is a Director of the Canawaima Ferry Service, the joint venture operation responsible for the ferry service between Guyana and Suriname.
